Preparing for a Second Appraisal

These guidelines were provided by the Forest Service.

 

GUIDANCE FOR PURSUING A SECOND APPRAISAL UNDER CUFFA
FOR RECREATION RESIDENCES

Step 1
The permit holder has 60 days from the date of the appraisal findings notification letter to notify the authorized officer in writing of their intention to seek a second appraisal of the typical lot that represents their own grouping.
The permit holder should be aware that conditions for a second appraisal include:

  1. The appraisal will be obtained at the holder's expense;
  2. The holder selected appraiser must have the same or similar professional qualifications as the Forest Service contracted appraiser;
  3. The holder selected appraiser must be approved in advance by the Forest Service review appraiser;
  4. The holder selected appraiser shall agree, in writing, to follow the same instructions and specifications issued to the Forest Service contracted appraiser; and
  5. The holder has one year from the date of the appraisal findings notification letter to provide their second appraisal report to the Forest Service for review.

Step 2
The permit holders who would like to pursue the second appraisal option are encouraged to work together with other holders in their same grouping and/or tract in obtaining a second appraisal. This may expedite the process of selecting an appraiser and may help disperse some of the appraisal costs. As such, the Forest Service recommends waiting until the 60 day notification period has ended so coordination can take place among holders pursuing a second appraisal. The requirements for selection of the second appraiser are as follows:

  1. Meet the same general State certification requirements as the original appraiser;
  2. Have experience in appraising vacant, recreational use lands;
  3. Have the same or similar professional qualifications as the appraiser who prepared the first appraisal (e.g. MAI, ARA); and
  4. Be approved in advance by the assigned Forest Service review appraiser.

Permit holders should coordinate with the assigned Forest Service review appraiser in their selection of the second appraiser.


Step 3
After the appraiser selection is approved (by the FS reviewer) and prior to starting the appraisal, the holder selected appraiser shall agree to and sign the formal Assignment Agreement (as per FSH 5409.12, section 65.3) and submit it to the Forest Service review appraiser.


Step 4
The holder selected appraiser shall follow the same instructions and specifications as provided to the Forest Service contract appraiser, with the exception of one additional requirement (step 5). The Forest Service review appraiser will coordinate with the permit holder in providing this information to the holder selected appraiser. The holder selected appraiser should also be aware that the date of value for the second appraisal has to be the same as the date of value in the original appraisal.


Step 5
At the completion of the second appraisal assignment, the holder selected appraiser has to prepare a separate document identifying any material differences in fact or opinion between the original appraisal report and the second appraisal report. This holder selected appraiser shall provide this document to the assigned Forest Service review appraiser. Note: a copy of the original appraisal will be provided to the holder selected appraiser from either the permit holder or the Forest Service review appraiser.


Step 6
After the second appraisal assignment has been completed, the permit holder may elect to submit a copy of it to the Forest Service authorized officer and request that it be reviewed by the Forest Service review appraiser.


Step 7
If the second appraisal is approved by the assigned Forest Service review appraiser, the permit holder must submit a request for reconsideration of the base fee within 60 days of the date of the second appraisal review report (request should be submitted to the authorized officer.).
